First, compare the CPU units of "Amazon Web Service" and "Oracle Cloud"

Oracle Cloud uses the unit"OCPU"to represent CPU resources, and
even in the cloud, the service is provided as "physical CPUs."
For example, one physical CPU is calculated as "1 OCPU," and two physical CPUs as "2 OCPUs."

If Oracle Cloud has "1" OCPU (physical CPU), 
(virtual CPUs) in Amazon Web Services (AWS)
it is equivalent to "twice" the number of vCPUs

■ Calculation example:
・Oracle Cloud: 1core (1 OCPU) = AWS: vCPU 2core
・Oracle Cloud: 2core (2 OCPU) = AWS: vCPU 4core
・Oracle Cloud: 4core (4 OCPU) = AWS: vCPU 8core

AWS would calculate this based on the specifications and performance of "vCPU, ECU, and cores."

To meet the requirement of "4 cores per instance,"
Oracle Cloud requires the allocation and calculation of "2 core" core licenses.

■ Calculation example:
• AWS: Required number of cores for a VM instance "EC2": vCPU: 4 cores
• Oracle Cloud: Required number of cores for a VM instance "Virtual Machine": 2 cores (2 OCPUs)

and calculating with "2" core licenses, the calculation formula is as follows:

■ Example calculation (approximate) for Oracle Cloud (VM instance):
VM.Standard2.1 (¥7,656 / 1H) × 744H × 2 cores = ¥11,392.128 / 1 instance price (monthly)
