I think the popularity so far is partly due to its specs

Vive's position tracking feature utilizes two laser-emitting base stations placed in the corners of the room where you are playing. The encoded signals emitted by the base stations are received by sensors in the headset and controllers to determine your position. This system allows youto enjoy a room-sized VR experience right from the day you buy it.

Incidentally, PS4 sales reached 35.9 million units, and Xbox One sales reached 13 million units.
Even if you combine the sales figures for PS4 and Xbox One, they still can't compete with Steam's 100 million users.
