Hello, this is Sakashita from Beyond
The revised minimum wage for each prefecture for fiscal year 2017 was recently decided, with the minimum wage revision taking effect on September 30th, 2017. (Note: The revision in Osaka Prefecture took effect on September 30th. The revision will be applied in each prefecture from September 30th to mid-October.)
What is the minimum wage system?
The minimum wage system is a system in which the government sets a minimum wage based on the Minimum Wage Act, and employers are required to pay wages above that minimum wage
Even if a wage lower than the minimum wage is agreed upon by both the employee and the employer, it is invalid by law and is deemed to be equal to the minimum wage
Therefore, if a company pays less than the minimum wage, it must pay the difference between the amount and the minimum wage.In addition, if a company does not pay wages equal to or greater than the regional minimum wage, the Minimum Wage Act stipulates penalties (a fine of up to 500,000 yen), and if a company does not pay wages equal to or greater than the specific (industry-specific) minimum wage, the Labor Standards Act stipulates penalties (a fine of up to 300,000 yen)

I think that part-time workers, temporary workers, and dispatched workers often check the minimum wage
This applies regardless of employment status, so full-time employees should also check
The Osaka Prefecture minimum wage also applies to part-time high school students and people aged 65 and over
However, specific (industry-specific) minimum wages do not apply to people under 18 or over 65
In that case, the minimum wage of each prefecture will apply
What is the minimum wage in Osaka?
Before September 30, 2017, the minimum wage in Osaka Prefecture was 883 yen, so this is an increase of 26 yen
The last time the minimum wage was revised on September 30, 2016, it was raised by 25 yen from 858 yen to 883 yen
The increase amount has increased by just 1 yen
What is the national average minimum wage?
Looking at the country as a whole,
The national average minimum wage is 848 yen, up 25 yen from the previous year

Differences in the national minimum wage
As you can see from the above, the highest wage is in Tokyo at 958 yen!
Last year's amount in Tokyo was 932 yen, so this is an increase of 26 yen
On the other hand, the lowest wages are 737 yen in eight prefectures: Kochi, Nagasaki, Saga, Oita, Miyazaki, Kumamoto, Kagoshima, and Okinawa
The difference is a whopping 221 yen!
It seems that regional disparities in minimum wages are widening year by year
What a difference a month makes?
Example: If you work 6 hours a day, 20 days a month,
221 yen x 6 hours x 20 days = 26,520 yen
That's 26,520 yen in one month! That's quite a difference
Looking at these figures, the conditions for finding a job are
I think I understand the feeling of wanting to choose a company that pays the highest hourly wage possible
Make sure you're paying the minimum wage
What wages are covered by the minimum wage?
The minimum wage is limited to wages corresponding to normal working hours and days
Specifically, the minimum wage is the actual wage paid excluding the following wages:
- Temporary wages (such as marriage allowance)
- Wages paid every month or more (bonuses, etc.)
- Wages paid for work beyond the regular working hours (such as overtime premium pay)
- Wages paid for work on days other than scheduled working days (such as holiday premium pay)
- The portion of wages paid for work between 10 p.m. and 5 a.m. that exceeds the calculated wage for normal working hours (such as night work premium wages)
- Perfect attendance allowance, commuting allowance and family allowance

After some research, I found that even in companies that provide fixed overtime pay, overtime pay is excluded from the calculation of the minimum wage
Fixed overtime pay must be excluded from the calculation
How do I check my minimum wage?
The minimum wage is determined by the hour, so the hourly wage is easy to understand,
Those who work on a daily or monthly wage may be worried about their income falling below the minimum wage
Convert it into an hourly rate and check it out now!
- In the case of hourly wage system,
hourly wage ≧ minimum wage - In the case of a daily wage system,
the daily wage is calculated by dividing the number of hours worked per day by the minimum wage. - In the case of a monthly salary system
, monthly salary ÷ average monthly scheduled working hours ≧ minimum wage
summary
The minimum wage applies regardless of employment status, such as full-time, part-time, or contract employee
The same applies to foreigners
In the case of temporary workers, the minimum wage applicable to the client company applies
Please note that if both a regional minimum wage and an industry minimum wage apply, the higher minimum wage will be applied
With the chronic labor shortage continuing, labor costs and other employment-related costs are increasing
I'm curious to see how companies will approach this in the future
